Is the Christie Administration responsible for failing students in schools in need of physical repairs?

I had students in my Tech 1 class at Trenton Central HS discuss the article below, break into groups and come up with the pros and cons relative to the Christie Administration accountability to this issue.  The article below suggests that Gov. Christie’s administration has dragged its feet and failed to make repairs in schools like Trenton Central HS. 

The editorial has an opinion that supports the notion that students are failing because of the horrible physical condition of many Abbott district schools. According to the editorial millions if not billions of dollars have been approved for new projects and few have been started. The state has legal responsibility for the repairs.
